Be sure to unhook your battery before you try this..
You need to put some lubricant such as "3 in One" oil on the shaft of the starter pinon gear and use your fingers to move it up and down to get the oil on the shaft and gear inside.

It is the shift fork in the transmission. Bad part design and if you plan to take it apart, use sandpaper and really clean the wheel axle and tine axle before you take it apart.

Mtd rear tine garden tiller . The wheeles will engage and turn forward and reverse but the tines will not engage. At first they would but would pop out of gear. Now they w9ont engage at all.

Could be the shifter inside the gearbox or it could be a stripped gear or broken chain. The bad news is you will have to remove the gearbox from the engine and then open the gearbox to see what is going on. This is quite time consuming but taking to a shop for this is very expensive due to the labor involved. You can do it yourself if you pay attention to how you take it apart. I hope this helps you out.

MTD series 410 rear tine tiller drive wheels slip

I have the same issue with one I am working on. It appears the keys in the drive shaft are not rotating far enough out on the drive gear side to fully engage in the gear. I have studied and studied this and so far I have been unable to determine why. If I find out I will let you know. I am also trying to figure out what is supposed to pull these keys out of the till engagement gear.

MTD Lawn Tractor problem

The front belt should be a 954-0280A, rear 954-0370. When you go to higher gears, the front belt should be getting tighter as the vari-speed pulley is moving further back. Remove the shift plate, put the transmission in neutral. Start the engine, put speed selector in highest gear and slowly let out on the clutch. You should be able to see what the problem is. It will do everything the same as if were in gear, except move. Make sure you have the correct belts.
