SOURCE: How do I format my Western Digital 1T to fat32 for ps3?
Without a firmware update your PS3 needs it to be fat32 as you've
noticed, and without the use of a utility Windows will not let you
format a 1tb using fat32
You're best be it to download a program called SwissKnife, it's a
utility that will allow you to format the drive the way you want
WARNING: Before using SwissKnife to format the drive, you have to take
all the data off of it (onto your computer or another drive), if you
don't then when you format the drive every file will be lost.

If you have files that are over 4GB they are not supported on
the PS3, this may include 1080p HD quality video that you want to play
on your Playstation 3 and cannot because the current FAT file structure
does not support files more than 4GB.
The answer
would be a PS3 firmware update to support the NTFS file system, then you
could play 4GB plus video files on your PS3.

Right Click on your new drive in the Computer
Choose
a File System (NTFS is ideal most cases) and give the new volume a name
if you choose. You might like to call it something like "Portable
Drive," or "Removeable Drive." If not, just take the defaults and click
"OK."
You
will get one last warning that you are about to format your drive and
erase all data. Click OK to proceed. When you see the process has
reached 100%, you are done and you're new external hard drive is ready
to use!

The Alpine CDE-103BT requires only USB media that is FAT12/16/32.
You can format your USB medium on your PC to FAT32 then copy your media (music) to the the USB drive.
Insert your USB Drive to the PC
On your PC navigate to Start ->MY Computer
Then locate your the drive that is your USB Drive.
At this time you will want to save any of your data before continuing. All Data on the USB drive will be lost. Next ensure that you have selected the correct drive.
Right Click on the drive on go to format...
Under File System select FAT32. I would suggest leaving Quick Format unchecked. So you ensure that will information is removed. Then Click start.
Next copy your media (music) back to the USB Drive. Insert in to the CDE-103BT Stereo.
Notes:
MP3/WMA/AAC files are prepared, then stored to a USB memory.
This unit can recognize at least 100 folders (including root folder) and 100 files per folder stored in USB memory.
Do not make a file's playback time more than 1 hour.
