First it has to be on carpet mode. the vibration of the motor could have shook a wire lose or the motor is either jammed of has fried.

The brushes won't spin. I put new brushes on and it still doesn't spin.

Usually when the brushes won't turn it is due to a bad turbine. Insert a screwdriver into the square hole that the pin on the brush fits into, and see if it turns. If it is seized up, the turbine assembly will need to be replaced.

Blows air out, not sucking in. Hoover Agility F215-900

It's most likely it's not blowing air out, rather the brush is kicking debris back and out due to loss of suction..
Another possibility with the power head is a cracked or leaky tube between the tank and power head.
For the tank, check all areas for clogs, and clear them.

Where is the belt on a hoover agility?? My brushes stopped spinning and I think that the belt broke but I cannot find it

If you have the manual it should show the location of the screws or clips that hold the cover on for the belt.

No, there isn't a drive belt on the Hoover Steam Vac models.

Brushes don't spin

Remove the bottom cover and replace the broken drive belt. Check that the brush will rotate freely--likely everything is jammed with hair and dust. The brush assembly should just lift out of the case and the end bearings will pull off. The brush needs to be removed to install a new belt anyway. There should be a diagram that shows how to install the belt (it has a half-turn twist).

Brushes do not spin on my steam vac

Take the brush block out and see if the brushes turn of, if not replace the brush block. Otherwise it is the turbine(#23) that has to be replaced, sometimes you can take the turbine apart and clean it. The top cover has to come off, turn it over, take out the brush block, take out the screws under that, there are other screws, under where the turbine sits, there are 2 longer screws, if you don't have them out, then you missed them, there 2 screws on the front end of the turbine, unhook the koses and it will come off. This pix. may help:

Hoover agility

I don't believe there is a belt, check the brush block and make sure that the shaft isn't broken off, if ok, then the turbine is bad and will have to be replaced.

There is no belt, sounds like the turbine is bad and will have to replaced.
