You will need to take it to a service tech and have them reset the codes back to default

I thought the whole point of this site was to try and keep from taking your phone to a service tech?

Is there another way to unlock my Pantech P9060 phone besides the PUK code

I answered this for you already and the short answer is NO. Let me explain in a non technical way. The lock has been put on by the cellular provider at firmware level and only they have the key to the encryption lock.

They have done this because they own the phone on an undischarged contract. For instance, you or 'they (the person who had it before it was lost or stolen)' took a 2 year plan and there is a still a year to run. perhaps you are trying to use a different cellular provider on their phone, perhaps Pay As You Go.

Why did they put the lock on it?

See above, you are trying to use another company.

The phone you have is reported stolen and the cellular company are not going to use their phone. They want it back!

You have put a consumer lock code into it a stupidly forgot what the code is? Or you nice mates, baby brother have been playing with it and they have been trying to get into it. After 10 wrong tries, software automatically locks it with a PUK Code.

Here is the long explanation again, read it, it took me a while to write it as one of my TIPS. There is no other way. This has cut 'phone theft to order', and 'phone muggings' to virtually zero. If you have purchased a stolen phone, give it back and get your money back.

Tip & How-To about Cell Phones
Your phone is asking for a PUK code?

Is your phone asking for a PUK code. PUK = Personal Unlocking Key. Personal Unblocking Key, or PIN Unblocking Key.

This can only come from your cellphone carrier and usually the company that still owns the phone under the agreement. Sometimes it is because you have put another SIM card in it, and they own the phone and need you to use them as carrier to get the price of the phone back, or you are in default of payment, or on a Pay as You Go plan, it is over expired. I can also happen if you have entered the unlock code wrongly three times. This often happens when a phone is stolen or lost and has been found by or sold to someone else who then try and use the phone. Wikipedia A personal unblocking code (PUC), also known as a PIN unlock key (PUK), is used in 3GPP mobile phones to reset a personal identification number (PIN) that has been lost or forgotten.
Most mobile telephones offer the feature of PIN protection. After switching on the phone, if the PIN security function is active, the user is requested to enter a 4-8 digit PIN enabling the phone's non-emergency calling functions. If the wrong PIN is typed in more than three times, either the SIM card, the device, or both become locked. They can be returned to their original unlocked state by entering a PUC, provided by the service operator after verification. If the wrong PUC is entered ten times in a row, the device will become permanently blocked and unrecoverable, requiring a new SIM card. Cellular phone users are therefore advised by most providers to keep their PUC written down in a safe place separate from the device.
The PUC (PUK) is a SIM-specific code assigned and provided by the service provider.
Once you enter the PUK code, you must set a PIN. The PUK and PUK2 are used to unlock the PIN and PIN2 codes respectively if your SIM card is blocked
From Bell
The PIN unblocking key (PUK; sometimes called personal unlocking key) is a master security code for unblocking and resetting the personal identification number (PIN) for your SIM card. For added security, the PUK is unique to your SIM card. If your PIN code is active and you enter it incorrectly three times, your SIM card will be blocked. You won't be able to use your phone, except for emergency calls. You must enter your PUK into your phone to unblock the SIM card. If your SIM card becomes blocked, Contact us to get your PUK.
You may be able to do it from the website or your cellular provider. This is from Orange - T-Mobile in the UK.
Your phone can become blocked in a number of ways - one of them is if you enter your SIM card PIN number incorrectly three times in a row. To unblock your SIM card, you will need to use something called a PUK (Personal Unblocking Key).
Remember that unblocking is different to unlocking. Read more information on unlocking your device.

I put the PUK code. Then I put new PIN. Then I put to verify the new PIN. Then it says: "Code Error"

PUK and PIN = two separate things

PUK = Personal Unlocking Key. Supplied by your cell phone provider as the people who own the phone under an unexpired contract.

PIN = Person Identification Number. The number you use to keep your phone locked and private.

If the phone is stolen the cellphone carrier locks it with a PUK so it can't be used unless the person who has it contacts them. Also the phone is locked if a user tries 4 times unsuccessfully to open a phone using the wrong PIN Number. You can only open it with a PUK code.

Click on my name, click on TIPS, click More, click Cellphones, read my article on PUK codes.

Pls i want code to unlock my Cricket Nokia lumia Rm-977,630 With IMEI:35306**********. thanks hope to hear back soon.

Unlock as in Rooting it? Don't do it.

Unlocking as in a personally set passcode? Ask the owner, or do a Factory Reset.

Unlocking as in the SIM lock and it is asking for a PUK Code? Ask the carrier, they have locked the phone. Usually, because it has been stolen, the phone has a different SIM in it and it belongs to the former carrier under contract which is un-discharged.

I have zte936l a gift but don't know number and screen says SIM is perso locked what's the problem

The phone was probably stolen and someone tried to open it by guessing a few number combinations. After 4 tries the phones is locked, and after 10 tries the contents of the phone are erased and the SIM is locked.

The PUK (personal unlocking key) Code can only obtained from the carrier of the previous owner as they probably still owns the phone under contract which is not expired or paid off.

This is'nt the phone i askabout

if your phone was stolen then the person probably tried to use a pin number that was incorrect too many times and the puk code cut in rendering the phone useless
PUK codes are available from your service provider so call them on another phone, provide proof that you own your account and they will give it to you
when you have installed that code then you open the phone by inserting your pin number

Its only working on gsm not umts its a n95 can i get the umts to

often these phones are SIM locked to a certin provider, how ever most people think unlocking the phone is about by passing an IMEI lock wich is placled on a phone that is lost or stolen. the best method of unlocking the phone is to go back to you service provider that you got it from and request it to be unlocked rules and regualtions vary between providers, but they are the ones with the ability to remove the sim lock, if you have had the phone more than 6 months they may do it for free or they might charge you.
It is possible to break IMEI locks but this is usaly thieft as the phone has been writen off by the provider and have replaced the phone or has been reported stolen.
A sim lock is the providers way of ensuring you will pay out your contact. but is easily removed.
As far as using UTSM you must be in a location that will recive a good signal and have a service provider that supports it. There are many diffrent types of UTSM and only certian work with certian Providers.
Please provide you details about the verion of your phone Press *#0000# and post everything this displays and your current service provider for more help.
