I am sorry to hear you are having difficulty with your DC39 brush bar. The brush bar on your machine is air driven. Generally, if the brush bar stops rotating it is due to an obstruction that is preventing air flow. Please visit the appropriate link below for step by step instructions on locating and removing a blockage from your machine.

From what you've described, it sounds like your DC39 is blocked. This would prevent the machine from picking up as well as it should do, and will cause the relief valve to activate, making the 'backfiring' noise you've mentioned.
It's also a good idea to give the filter a wash, as shown in the video attached. This should be done at least once every three months in normal use. We recommend using cold water without any detergent, then allowing the filter to dry completely for at least 24 hours before replacing it.
