You are absolutely right.
The scroll bar on my Desktop is missing from the left-side menu, obtained by the "hamburger menu" button, top left. So I have nothing to put my mouse on to move the menu. With the menu activated, the scroll bar is missing from the right side, but when I deactivate the menu, I can scroll the page to its bottom.
I don't know if you have a touch screen where you slide the page up with your finger or a Desktop/Laptop where you slide the scroll bar down with your mouse to accomplish moving the page up. (I HAVE attempted to move the screen up by sliding my mouse pointer up the screen as I do on my cell phone with my finger -- It just will not work!!)
Chalk this up to a billion-dollar website programming error!
I use Firefox 59.0.1 on Linux Mint 17.3.

By the way, please ask a brief question in the heading and provide details in the box below. What device are you using, a touch screen mobile or a mouse-powered Desktop/laptop? Sites often provide a page for Desktop and another for touch screen mobiles and cell phones.
