Once you have exceeded the maximum number of passcode attempts, the SIM will become locked and won't allow further attempts.

that happens you must obtain a PUK code (Personal Unblocking Key). This
can only be supplied by the network provider to the registered
subscriber.
If the SIM is a prepay credit SIM which has never
been registered with the network provider, then the PUK code cannot be
provided and the SIM card is useless. All data on it such as the phone
number, pre-paid credit and any contacts stored on it will be lost.
The telephone number of the SIM card is not necessary in order to generate a PUK code, but the SIM card serial number will be, and it is always printed on the SIM card.
