I am not sure where you can find a used one, but I can find a couple of new options for you. Depending on your machine, there are two different motors available. One is for a 220V machine and the other is for 110V machine. I will post links to both.
You should start by inspecting the brushes inside the motor. If these are worn, which is common over time, then the motor would start to lose power. The following link will take you to a motor brush. Be sure and have your complete model and serial number available to confirm the brush is compatible.
There are three exploded diagrams for the Precor S3.21 at this link. It says it is for the A997 version so I don't know if that is the exact thing for you or not, but maybe it will be helpful.
