After I prime, the fuel just barely moves through the line and takes forever to fill prime bulb. This happened after I ran out of fuel and not sure if the carb needs cleaned, rebuilt or something just clogged. Oh yeah, my warranty just expired!

Does the engine run fine after it starts? Most common problem with primer bulb losing prime is an air leak in the fuel line or primer bulb. Air leaks don't always leak fuel. If there is an air leak between the primer bulb and gas tank there is no pressure, only vacuum. If it is not a major leak it might not leak without pressure but it will allow air to enter the fuel line. If it is a very minor air leak it could allow air to replace the liquid in the fuel line over time, but so little air once it is primer again that the fuel pump can over come it with volume of fuel.
Primer bulbs do not stay firm, as they are when initially pumped up, after the engine is running. There are check valves in the primer bulb that hold pressure in the primer bulb and throughout the fuel line to the engine. Once the engine starts the fuel pump creates vacuum drawing fuel into the engine diminishing this pressure and releasing the check valves. At this point the primer bulb is just another segment of fuel hose allowing fuel to pass through it as the fuel pump demands. The primer bulb functions much better when the outlet side is higher than the inlet side. This position makes it easier for the check valves in the primer bulb to seat and release as needed. If the primer bulb is functioning properly and is positioned with the outlet side higher than the inlet it should not be necessary to cover the end of the fuel hose with your thumb to get it to prime.
If the engine is hard to start after being fully primed there could be a problem with the fuel system on the engine. Some engines are hard to prime once air has entered the system, especially fuel injected models.
Not sure if your primer bulb is on the carb or separate but here are some basics... The smaller line is the main fuel line. It has the fuel filter on it and the filter should be laying on the bottom of the tank. That line goes to the fuel pump side of the carb ( usually the inlet near the center of the carb body ). The fuel goes through the filter up the main line and fills the carb then to the primer bulb whether its on the carb or separate. If on the carb the spigot closest to the primer bulb takes the larger line and returns to the tank. That line should go into the tank about half an inch and terminate. If the primer is separate the larger line leave the carb from the spigot on the metering side ( usually close to the edge of the carb body) to the inlet of the primer bulb then from the primer bulb out ( usually center of the bulb) to the tank and terminates about half an inch inside the tank. Remember... fuel filter into carb, carb to primer bulb, primer bulb to tank. If the fuel does not go that direction when the bulb is primed then you have lines hooked up backwards.
The primer is just a small pump that is supposed to pull fuel through the carburetor from the tank supply line/fuel filter. The filter is supposed to be connected into the longer line at the rear of the tank. This lines goes to the carburetor uppermost port and the lower port is tied to the inlet side of the primer pump. Remove the tank side line from the pump during the pump test to make sure that you are not pulling fuel into the pump from the exit line. Try pumping fuel at this point--if nothing happens, swap the port connection at the pump and try to pump again--when correct, it will fill the tank supply line first, then the exit line from the carburetor that goes to the pump and finally fill the bulb. If you don't get fuel with either connection, then you have a leaking fuel line somewhere as you have already replaced the carburetor. Most saws use a rubber fuel line, not clear plastic. Empty the fuel tank on the chainsaw of any remaining fuel.
Pull the cap from the tank and turn the unit upside down. Drain the fuel
into an approved fuel container. If the fuel is old (more than about a
year) dispose of it according to local regulations for hazardous
materials. (It can be kept longer by adding a fuel stabilizer.)
Pull the fuel line where it attaches to the carburetor using
the end of the needle-nose pliers. The old fuel line may take some force
to pull free from the metal tube.
Push on the fuel line to feed it into the fuel tank. Hold the
chain saw upside down. Shake the unit to get the fuel filter into the
opening of the tank. Pull the filter free of the tank. Feed the
remaining fuel line through the access hole at the bottom of the tank.
Dispose of the filter and old fuel line in accordance with disposal
Feed one end of the new fuel line into and through the bottom
access hole of the fuel tank. Push approximately 6 to 8 inches into the
tank. You can pull back any excess line later. Grab the end of the
plastic line with the needle-nose pliers. Bring the line through the gas
tank fill opening.
Attach the new filter to the end of the new fuel line. Feed
the filter back into the fuel tank. Pull any excess line from the tank.
You will want approximately 3 to 4 inches of fuel line inside the tank.
Route the new fuel line to the carburetor. Cut the line to
length with the cutters on the needle-nose pliers. Attach the line to
the metal tube.
Fill the fuel tank with fresh gas-oil fuel for 2-stroke
engines and start the chainsaw. It may take a few pulls to prime the new
line with fuel.
Some models come with a priming bulb. Make sure you press the priming bulb three to four times before trying to start. This will prime the gas lines and remove any excess air trapped in the lines.
when you prime the bulb it sucks gas from the tank with the small tube, any excess gassed pumped will be fed back to the carb via the big tube leading to the tank. If you prime it and the bulb stays pushed down, then you have a clog or kink. To fix , pull the small tube out of the tank through the fill hole. Pull off the filter on the end and put the tube back in the tank. If it primes, your fuel filter was clogged. If it still wont prime check the hose going to the carb and make sure isnt clogged or kinked.(take of carb and blow in it). If that doesnt fix it take off the bulb from the carb with two screws. The bulb assembly will come off too(rectange metal thing) Take off the two black gaskets, be carefull with them. Take off hoses from carb and bulb asembly. Blow carb cleaner in all holes and over surface. Put back together. If the carb wont prime and the bulb isnt staying depressed. then you might have a bad bulb or carb gaskets. Make sure hoses are not cracked, cloged, or pinched.
