Most likely the vertical oscillator circuit has failed. As CRT televisions have gone the way of the dinosaur, my advice to you is to give a fond adieu and invest in a new TV.
This problems are a very tipical of the coded pixels on the LCD screen panel passes through the board that call the T-CON decoder board to causing this problems.Vertical colors lines display on the LCD screen panel happen by itself.Yes.The T-CON decodering board it is dying and shorting out. This T-CON decodering board sit in the middle at the botton of the LCD screen panel.Replacing this T-CON decodering board will solved this problems,if does not the LCD screen panel itself it is shorting out, than the tv it is not worth fixing, because changing the whole LCD screen panel itself it is not practical and the cost will be the same as a new tv itself.Tries websites like Shopjimmy.com,Ebay.com to buy a refurbish T-CON decodering board for the replacement.
The line is there because the vertical deflection unit - the one that spreads that line across the entire screen to form the image - has failed. Replacing it is a job for a professional, or at least an experienced amateur, and the parts will be quite difficult to find for such an old tv .
The thick bar you are seeing could be a couple of things - either your HDMI or any other wire your connecting has been run too close to electrical lines, or your cable incoming needs to be grounded and/or filtered. It could also be a defect in the TV - does it happen when the DVD is on as well?

if the black bar has fuzzy rainbow edges, the light tunnel has collapsed and needs replacement. if the image has solid edges (to the pixel), there is a problem with the dmd chip. the tunnel is under $15 and can be replaced with some ease, but the dmd is the image chip and is quite pricy.
I f these lines are slightly diagonal and they all showed up at the same time. you probaly have an open resistor in the ABL circuit. since your set is 13 yrs old, I would not put a penny into it.
You might take the front grill cover off and the panel behind it and find the little black box with 6 little controls 3 are for focus 3 are for screen turn the screen ones ever so slightly counter clock wise. the control in the middle is the green screen adjustment. If the green line goes away try the one labeled r for red and b for blue.
Thank you, Rammsteins! Yes, the shutters were stuck! You are a guru!
