How do we clear out the timer settings

Timer is not identified.
Open following link to identify timer and download manual.
http://waterheatertimer.org/GE-timers-and-manuals.html#zilla

1) If you have zilla digital power strip, there is no reset button.
It appears you can reset timer by removing small battery located on back of timer.
Battery serves as a back-up for timer settings, and display will not show without battery.
Most battery-operated timers that do not have reset button are reset by removing battery.

Some battery operated timers retain programming forever even if battery is removed for months, and then programming is still there when new battery is installed. However this type of timer has a reset button, but zilla does not.

2) A second way to clear programming is to press PRG button to review each program, and set each program to another time. I don't know if this will work since you can't 'zero' out the settings.

I HAVE A DIGITAL TIMER USED AT MY SCHOOL I REPLACE THE BATTERY AND IT WONT TURN OFF THERE IS NO ON/OFF SWITCH

Timer is not identified.
It's hard to know what is happening without know which timer.
Add a comment with clear description of timer or include photo of timer posted on flickr for possible help.
If battery operated timer has malfunctioned, try resetting timer.
Generally if timer functionality is not restored by reset, and will not function, then timer has probably gone bad.
Most timers have limited 1 year warranty.
Some Intermatic 120Volt plug-in timers have limited lifetime warranty:

Some expensive industrial/school timers have replacement computer chips.

I need to know how to reset the timer

If you reset ST01C timer using reset button, then all programs are lost, plus current time of day.
Generally this timer needs to be reset if error message appears and as last resort for troubleshooting problem. Timer does not need to be reset after battery goes bad, all you do is set current time of day, and then program remain inside timer indefinitely (or until timer is reset of goes bad)
If setting current time of day does not work, you use reset button.
For ez programming steps with illustrations:
http://waterheatertimer.org/ST01C-program.html

How to reset ST01C using reset button:
Push and hold ON-OFF button and then push reset button using toothpick or paperclip.
Release reset button but keep holding ON-OFF button until INIT displays.
Then release ON-OFF and 12:00 should be flashing.
If timer functionality does not restore, then try replacing timer battery.
If functionality will not restore, then timer is bad.
This timer does not need electric current for setting timer, so timer display is not dependent on circuit breaker.

If you have a different timer, then add a comment with in-focus photo of timer for possible identification. Most other timers do not require 2-button reset procedure.

7 Day Wall Switch Timer ( older model with acrilc cover) when its on the lights start blinking and they dont stop util you take out the battery......thanks

Question: Is this old timer that started malfunctioning?

If this is older timer, that worked correctly before, then the timer has gone bad.
You can reset timer, and then re-programming.
But without knowing which timer, it's hard to say if timer has reset button or if you hold down two buttons to perform the reset.
Add a comment with better description of timer: plug-in, outdoor, in-wall, programmable, or dial-type.
Describe buttons and location exactly.
Is there a switch on the side? Or a slide button on top.
Is outlet 3-prong? How many outlets? Are outlets on front of timer or sides?
Nobody carries repair parts for old timers.

I can probably find new model with same features

If this is new installation, and timer replaces wall switch, it sounds like the wiring is wrong or timer is busted.
Again I need a very specific description of the timer, and the timer wires, and the wires inside box, and the switch it replaced.

There are 100's of timers out there, in all shapes and sizes, with different features ... and I know most of them.
But need more info.

I need to know how to reset the timer. Right now it says DUSK, what does that mean?

You posted under ST01C Intermatic timer.
DUSK is the dusk-to-dawn option available with astronomic timers like the ST01C.

If the ST01C is not your timer, add a comment with your timer brand.
I have tested the ST01C and many other timers.

To diagnose the timer, press manual override (on-off button) to see if timer operates Load.
The ST01C will not operate the Load if battery is bad, or if timer has gone bad.

Replace CR2 battery, and then re-program current time and day.
Current day settings are lost when battery goes bad, but the on-off programming remains indefinitely inside timer memory until the reset button is pushed.
To clear timer memory, hold down on-off button and push tiny round reset button for several seconds.

The following link shows the manual and EZ steps to reset timer:
http://waterheatertimer.org/ST01C-program.html
The link also shows other timers in case you have a different brand.
