The PTO clutch will not shut off. When I work the on/off switch I hear a clicking up front in the clutch assembly. Safety switch when I use reverse will also not shut off the mower deck.

Turn the key switch to the on position. Pull up on the pto and see if you hear the clutch engage. If it does its ok, how ever if it doesn't, it may be the clutch is bad. To check this, unplug the clutch wire from the clutch, turn the key to the on position and check if you have at least 12 volts at the clutch. If you do the clutch is bad. If you don't, you will need to test every safety switch on the unit. The pto will not work if a safety switch isn't working properly.
The clutch has it's own brearings in it. You have to replace the hole PTO.Sometimes you can find a Aftermarket PTO clutch. There usually A little cheaper.
A medium length extension (stuck through the grill), a swivel and an impact is all you need to remove the pulley with the frozen bearing. It's just a bolt, a washer, and a lock washer holding it on. You just need to remove the pulley to see if the bearing is stuck. Take the pulley to your local shop that can press bearings and you can be up and running for $20 dollars instead of $300. if the pto bearing is locked up it will stop a motor dead this is a common problem. You will have to get a new clutch assemble. The other thing that it could be is the deck has a locked up spindle.
check fuse or power it up seperatly with 12volts (battery directly into the two terminals) to see if it is a wiring fault but it sounds like you need a new clutch assembly $$$
