The problem could be the vga cable, if the issue is not the cable, try adjusting the color and related settings on the monitor menu.
Is this a LCD or a CRT?
If noting helps the monitor would need to be repaired, if this ia CRT (big tv like display) I would buy a new LCD monitor instead of wasting money on the old display, if you want a replacement CRT display for basic computer stuff you can buy a used display for few dollars off ebay.
also I would check the monitor with another computer and a another monitor with this computer to confirm if the issue is the display or the video adapter in the computer.
