There is also a turn signal flasher. Replace it. If that doesn't work, replace the signal/combo switch. It is the lever that you push up or down on the steering column.

What is a telescoping ladder?

Cynthia. The ladders Justin are referring to are not Telescoping Ladders. A telescopic ladder is one that collapses into itself like a telescope or a collapsible tumbler or "cup". Generally stands about 2-3' tall when completely collapsed and you can feed out as much of it as you need provided what you need in height isn't more than the ladders total length.
These ladders are GREAT and are typically used for inspections and cable installers. Some are rated for a fair amount of weight but I wouldn't trust it. We love using them and have been a great tool to have in the arsenal.
I have attached a photograph of one of our telescopic ladders.

Moved mower out of shed to sharpen blades, moved fine. now it won't move forward or in reverse. belt is workin, fan on rearend is turning, but mower won't move. the break is workin the rotor thing, but not...

with out knowing the exact make and model my only suggestion is look for a lever on the back --usually on the rear right hand axle which disengages the drive some one may have moved the lever when the blades were getting sharpened.
