System Restore / User Account Issues

I am running Windows XP Home Edition on a Dell Dimension 3000
I need help in resolving the following issues...
1/ When I try to access System Restore in MSCONFIG or Start>All Programs>Accessories> System Tools...all I get is a blank white screen So I went into Control Panel>System to make sure it is enabled and it is..
2/ Whenever I click on a Program or File I get the following message..."Windows cannot access the specified device, path,or file. You may not have the appropriate permissions to access the item"...
So I went into Control Panel>User Accounts and was horrified to find my ADMINISTRATOR'S ACCOUNT had somehow changed to and was labeled as a LIMITED ACCOUNT and my GUEST ACCOUNT had totally disappeared....
I have run the following tests...Avast Anti-Virus,Spybot,Ad-Aware,Advanced WindowsCare V2 Personal,CCleaner,Spyware Doctor,Windows Defender, and Microsoft Windows Malicious Software Removal Tool......However NO VIRUSES or any Other Issues were found for that matterCan Someone please offer me some suggestions/solutions to these major problems
Thanks In Advance for any help I receive on these issues

Windows xp starts gets to the welcome page then moves onto my user page shows my desktop photo only the logs out again? please help

Press F8 during boot this will take you to boot options select "Last Known Good Configuration" or select Safe Mode to perform a system repair.
To repair your system follow the steps below
1. Click Start and open Run on the Start menu.
2. Type (or copy and paste) C:\WINDOWS\system32\restore\rstrui.exe in the Run box.
3. This will open System Restore now select the first option (restore my computer to an earlier time) and click next.
4. Select a date when your network last worked and complete restoration.
Do not worry about selecting the wrong date you can always undo any restore within system restore you will select undo last restore.

I can't find back/up wizard in system/tools on Dell-C521

You probably have XP home edition

Although Windows XP Professional Edition and XP Home both ship with NTBackup, only XP Pro installs NTBackup by default. You can install NTBackup for XP Home by performing the following steps:
  1. Insert the XP Home CD-ROM.
  2. Navigate to the VALUEADD\MSFT\NTBACKUP folder.
  3. Double-click the ntbackup.msi file to install NTBackup.

I found these instructions here
