System Restore / User Account Issues

I am running Windows XP Home Edition on a Dell Dimension 3000
I need help in resolving the following issues...
1/ When I try to access System Restore in MSCONFIG or Start>All Programs>Accessories> System Tools...all I get is a blank white screen So I went into Control Panel>System to make sure it is enabled and it is..
2/ Whenever I click on a Program or File I get the following message..."Windows cannot access the specified device, path,or file. You may not have the appropriate permissions to access the item"...
So I went into Control Panel>User Accounts and was horrified to find my ADMINISTRATOR'S ACCOUNT had somehow changed to and was labeled as a LIMITED ACCOUNT and my GUEST ACCOUNT had totally disappeared....
I have run the following tests...Avast Anti-Virus,Spybot,Ad-Aware,Advanced WindowsCare V2 Personal,CCleaner,Spyware Doctor,Windows Defender, and Microsoft Windows Malicious Software Removal Tool......However NO VIRUSES or any Other Issues were found for that matterCan Someone please offer me some suggestions/solutions to these major problems
Thanks In Advance for any help I receive on these issues

I followed your directions to a T and was successful up until
#5.restart pc and right click my computer - manage-users-add user and give full rights...
I do not have the option users-add user and give full rights...
Got any other suggestions I can try?

The suggestion from nkrl worked ....I can now access system restore but the only restore date that is available is yesterday. Also I can now access User Accounts..I created a new user and copied everything from the old one to the new account...However whenever I try to open a program or file I am still getting a pop up stating "Windows cannot access the specified device, path,or file. You
may not have the appropriate permissions to access the item"...
Frustration is setting in with this one problem...
Can U think of any other thing I can try? I'd appreciate your further suggestions..

The service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
Good luck!

Press F8 during boot this will take you to boot options select "Last Known Good Configuration" or select Safe Mode to perform a system repair.
To repair your system follow the steps below
1. Click Start and open Run on the Start menu.
2. Type (or copy and paste) C:\WINDOWS\system32\restore\rstrui.exe in the Run box.
3. This will open System Restore now select the first option (restore my computer to an earlier time) and click next.
4. Select a date when your network last worked and complete restoration.
Do not worry about selecting the wrong date you can always undo any restore within system restore you will select undo last restore.

Ctrl+ F11 Pc restore option is not available on Dimension 3000 it was launched from Dimension 8400 model so you are not doing the right thing already. coming to the two os option there have been two entries createdin the boot.ini which is why you see two options please check which one works 1st or the second if you wanna get rid of this please do the following: Step 1: open my computer properties window start>my computer (right click) 7b978cb.gif
step 2: click advanced>settings under startup and recovery and uncheck the option time to display the list after selecting the appropriate os entry from the drop down.
