The safety valve isn't opening .It's very possible that a spider is trapping the opening of the orifice.
SOURCE: where is the pressure switch located so i can replace it. lost my manual
open the lower front door, then up on underside of panel are two screws/hex head. Unscrew these two screws and the upper panel will slide down, may need a gentle nudge. Near the middle left your will recognize your pressure switch.....

The low pressure indicator is for the gas pressure not the water pressure. The heater won't ignite because it's not getting gas to the igniter. Check gas supply, if okay, check gas connections, valves, etc.
The 1 HP motor should be fine on the jacuzzi.

mine were corroded, but passed a continuity test. removing the corrosion opened a hole in one of the cases. $30/ea to replace (parts only). then i read how the brass 'screw' they contact with are prone to corrosion (salt pool), not listed in the parts manual, but are available as part# R0383200 (another $6/ea). not a happy jandy/laars/teledyne owner.
SOURCE: my laars lx pool heater is blinking LOW PRESSURE.
The heater needs good water flow or it will overheat. You probally have a full basket in your pump or your filter is dirty.
