Question about Hoover Vacuums
The Brush is pressed into a small holder on each side of the vacuum case. You must pull the brush forward (out) from the holders and on the brushes side is a spindle where the rubber belt wraps around. Remove the old belt, clean off all debris and put the one end of the new belt on the spindle end of the vacuum motor and the other on the brush end. Push brush roller back in place and you are good to go.

Take the bottom plate off, the brush roll and belt are there. the belt goes around the brush roll and hooks to the motor shaft. If you can't get to the motor shaft, then you will nee to remove the top cover also.

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. The hoover belt number you listed (38528027) has been changed by Hoover to 38528040. Below I have listed a link to the manual that has instructions and a link to the belt you need. Hope this helps!
