There is a utility called PC CMOS Cleaner. It will remove the bios password from most bios. If it fails, google for Killbios or killcmos and you should get plenty of resources.

This happened to my Sister's Toshiba laptop, it's just coincidence that it happened to you when reinstalling Windows. The only solution is to short out the CMOS battery on the motherboard. Doing this will probably void your warranty, so I cannot detail how it's done, however google is a great resource. I warn you though, shorting the wrong things on a motherboard can permanently ruin your laptop.

I would suggest that you load My Computer and in the left hand pane where it shows the drives, right click on the CD drive letter and in the menu that appears, click on "eject" and the draw should open.
