My charger is indicating problem power line.i have checked power supply and is good .what could be my problem ?DeWalt cordless saw 28 v DC9000 charger.

There's a high possibility that your cord could be frayed or damaged in any way I'm sure it's not some sort of offset problem that just says there's something wrong when there's nothing there so I would recheck my line and I would definitely check for insulation of my voltage

The DW9116 is actually a 120 volt charger so it should cope with 130v AC supply, what is the supply from?

It is normal for a standard 110v supply to run at around 117V

By 3 pin do you mean the third pin being a ground. If so that charger does not have anything internal to ground to. It is a 120Volt Double insulated tool. Let me know if you are trying to do something different.

Check the Ground Fault Indicator circuit breaker for triping, and look for the high limit on generator. Reset the main breaker by triping it full right and then back. Vitally

They usually have a little pic on there that tells you what the blinking means. I think it is charging, but sometimes it needs a green light too. Check it out. Mine flashes all kinds of signals, when it hits a dead battery, one that won't charge, it flashes something else. It only takes an hour to charge. Is the battery getting charged at all? Hope this helps.

If the charger is not working the input lines must be check for continuity on the both the lines, preferable one wire might be damaged hence it is not giving supply to transformer.....

Why does battery charger blink twice no matter where its plugged in?

You may have a failing capacitor on the secondary side of charger power supply circuitry. The output voltage will be low or have a lot of ripple; this would cause the error detected. Pictured below is a bad electrolytic capacitor next to several good ones (this is not from a battery charger). Notice how the top is bulged upward instead of being flat - it indicates pressure caused by the capacitor burning out.

There are other failures that could cause this error code, but this one is highly probable.

I am in Canada and I cannot get a Black & Decker 36V charger which is LCS36. The B & D 36V battery looks identical to the Dewalt 36V battery but I cannot be positive. Do you know if the B & D LBXR36...

What I do know is that some NiCd 12V Black decker batteries that look similar to the dewalt ones they are charged by the dewalt charger.
But there are 12V Nicd black and decker batteries that they can not be charged due to an extra plastic edge that does not allow to be charged by the dewalt charger.
Now if you do have the dewalt lithium 36V charger and if the black and decker battery is a 36V lithium one and can not be charged due to a plastic edge then I would recommend to risk to destroy the plastic edge in order the black and decker battery to be charged.

Saw is smoking

First I would check to two wire leads coming from the switch to the brushes. They will often melt from too much heat. There is a very good chance that the switch is bad too. Here is the parts diagram. The leads I referred to are items 43 and 44.

I have just brought a new dewalt dc390 cordless circular saw and it seems that the motor is running backwards?

It is possible that the motor is running backward but... first see the manual here:
http://www.plumbersurplus.com/pdf/08364.pdf Make sure the blade is installed as pictured in figure 4 page 11 of the manual.
After seeing the manual..... make sure the battery is charged correctly. The flat side of the battery should be toward the back of the charger when charging. If somehow the battery was inserted backward in the charger it is possible the battery was reverse charged during the intital charge. If you suspect this has happened.... insert the battery in the saw and run the saw until the battery is DEAD. Then insert it properly in the charger and leave it there for 9 hours so the charger will do the automatic tune up equalization of the battery.

If none of the above correct the problem, someone connected the internal battery power wiring incorrectly during FACTORY assembly. I would take it back to the retailer first... before processing a warranty claim.

As long as the voltage of the battery is the same as the tool, the tool won't mind if the power is coming from a NiCd or lithium battery. You do have to have a charger that works with lithium batteries to charge them up. Chargers that can charge lithium batteries can also charge NiCd and NMH batteies. NiCd chargers are not always programmed to detect when lithium batteries are full and may continue to charge them to the point of melting or starting on fire.

You will need he correct charger, the 24V will destry a very expensive battery.
