Also rear wipers dont work and a green wire by cigar lighter cut with no power to it everything else seems to work fine except rear wiper doesn't work either
There may be another fuse I had a Ford Taurus and had a hard time finding the other fuse it had two. it was not marked. I would check them all, maybe under the hood as well. Not 100% sure you have two but if you have not checked all the fuses it may be worth a shot before you start tracing wires. Good luck.

This is a fuse problem, check the fuse, it will either be marked lighter or power point, the fuse box is to the left of the steering column it has a plastic cover over it, inside the cover the fuses will be marked on a diagram. If the fuse blows again the cigar lighter is shorted, you will have to replace it, most times the lighter element is the problem and not the well it fits into.

Since all fuses are okay, I would start my trace from the fuse box and pick the easiest wire to trace which would probably be the lighter or aux. Check for any breaks in the line or any lose connections. It seems like a harness may be disconnected or cut.

My 2002 Explorer has two power points on the center console and the 20A fuses in the Power Distribution Box for them are number 7 and number 9. They cost $3.99 each at AutoZone. The cigar lighter fuse under the dash is unrelated.

If you are refering to the 40 Amp "CIGAR" fuse under the left rear seat, this is the "main" fuse for the lighters. There are 2 more in the engine compartment fuse block. They are marked "C/LTR 1" and C/LTR 2". They are both 20 Amp fuses.
