I have the same problem with my elantra 1999 you should check oxygen sensor or replace it but before that cut the yellow from the oxygen sensor if the problem gone then replace it else i dont know but try

Before pay someone to fix the problem, make sure that:
Fan blades are tight with motor shaft.
Fan blades are not jammed.
The fan motor is O.K.
The fan fuse is O.K.
There is no temperature sensor code.
This will narrow the diagnosis. Hope will help.
