Can you tell me what might cause my hisense smart tv to have lines at the very bottom of the screen that seem to move upwards and slightly flicker? Is this something simple that I can just fix?

The TCON board or the LCD panel is faulty can confirm by replacing the TCON board

Hisense 50in hd tv has no picture but has sound

Sounds like either the CCFL tube (like a mini florescent tube) or the inverter that powers it has blown.

There is flickering adjustment with its service mode menu. Get into it, and do the needy. If you wish to get some details; check the site linked here. Viewing it in "Mosaic" will make surf easy. Surf the site with patience.

The problem with these poorly made (in my view) sets is they are made in China and the company there has gone out of business by my count 2 times---they make poor sets for export and no parts or service literature so when you replace it consider another brand and something worth being repaired.
