Had the same issue with my system. Discovered it was an issue with my ISP's DNS server. I went into the network settings and told my PS3 to use google's public DNS servers. (see http://code.google.com/speed/public-dns/)
and bingo I could connect and run network tests &c.
Also this number is hex not dec, it should be reported as 0x80711008.
