If flame is to high on low setting do the following.
Pull knob off. Look in and see a small set screw. Take a tiny standard screw driver and turn this screw in a fraction. Make sure the stem for knob does not turn I just hold it in my fingers and turn screw. Make sure you have the burner on its lowest setting and adjust while flame present to get it as K ow as you like to simmer

SOURCE: When control knob in"pilot" position, burners light
It has a thermo-couple that lets the gas valve know that the pilot light is on. If it does not get the heat signal to the valve, it will not turn on the gas. The end of the thermo-couple has to be in the flame of the pilot, and tight on the other end, and must be tight on the other end.
SOURCE: GE Countertop (JGP 3336) control knob does not turn
ouch, sounds as ifthe valve has frozen up, replacing hte valve would be the solution
SOURCE: Top knob no longer turns
The valve behind knob has probably gone bad and needs replaced(bad bushing from factory maybe). Check to see if your still under manufacturers 1 year warranty. Or order a new one off manf. website or ebay with model #. Good Luck, hope this helps.
