Most jails and prisons in the USA offer a wide range of commissary services to inmates.

From what I understand, an inmate initially needs a commissary account set up for herself / himself and money deposited in the account by a relative or friend.

You will need to contact the correctional institution where "your" inmate is housed and find out how to establish and add funds to the inmate's commissary account. At the same time, you will need to find out what commissary services are made available to your inmate. The services can include tablets, texting, and even video chats. Note: Not all correctional institutions in the USA provide such services, however. Most county jails, state prisons, and Federal prisons in the USA have links to information on services for inmates on their web pages.

One of the big providers of commissary services, including tablets and related services is JPay.com .There are other businesses which also offer commissary services for inmates.

The JPay website has an inmate search service, which you can use to determine if "your" inmate is housed at one of the institutions serviced by JPay:

Look for the Inmate Search link near the upper right of the JPay home page.

If you need more assistance with determining what may be available for "your" inmate, you will need to add the name and location of the correctional institution where your inmate is housed. Click on tap on Comment here and type in the information. The name of the inmate is not needed, by the way.

With the name and location of the correctional institution, I or another volunteer answerer for Fixya should be able to look up the relevant information and provide you with links to the right pages of information.

Keep in mind that each deposit made to an inmates account is subject to %50 of the deposit satisfying inmate debt if any.
ORDERING COMMISSARY
Commissary is conducted once a week. Each inmate is able to place an order each day while phones are turned on. Secure side inmates will receive their orders on Thursday between 0800 am and 4:30 pm. Honor Dorm inmates will receive their orders on Wednesday afternoon around 4:00 pm. Inmates are only allowed to purchase $200.00 of commissary each week.

Many states have an on-line company that will send money to an inmates account; usually connected to the commissary.
Sending Money to Kentucky Inmates Inmates in Kentucky may receive funds from friends and family members that will be deposited into their commissary account. An offenders commissary account works similar to a bank account. The inmate has access to their funds to purchase various items from the commissary such as stationary, stamps, envelopes, foods, hygiene items, clothing and more.

You can send funds through a company called JPAY. Funds can be sent in three different ways, by walk in, by internet, and over the phone.
In order to send money to an inmate you will need to know the following information:
  • The Inmates Name
  • The Inmates Identification Number
  • The current location of the inmate
Deposit by Walk In
Friends and family members can deposit money by visiting any MoneyGram location (CVS or Walmart). You will need to use the receive code 1232. The fee to deposit by walk-in is a flat rate of $3.95. Some institutions have a kiosk in the lobby of the prison that you can also use to deposit funds.
Deposit by Internet
You can also deposit money to an inmate's account online through JPAY. There is a fee associated with sending the funds online that varies depending on the amount you are sending.
Deposit Funds Over the Phone
Deposit funds to a Kentucky inmate's trust fund account over the phone by calling JPAY at 1-800-574-5729. The fee amount will depend on how much you are sending.

There is no such site.
However, here is a better answer.
Where ever that inmate is incarcerated, you will need to contact the people who are in charge of the inmate's food, and ask them how this can be done.
The rules for each and every jail or prison in the U.S.. are different. One other problem.
\If you contact someone at 9 AM in the morning, the rules governing such a request may only be good until that person goes of his or her shift.
And, they may change the next day.
Call you local jail or prison and ask them this question.
