Before the problem started windows seemed to "lock up" and the error started upon reboot
It sound like you have a booth sector virus that wiped out the boot sector of the windows boot drive.
You will have to find somone that knows what they are doing so you can restore the boot sector and not loose and info.
If you do not have anything important on it just use the key combination in the docs that came with it to restore it back to the first day you brought it home.

When you reboot, go to BIOS, restore factory BIOS settings. If that doesn't help, you'll need to reinstall your OS.

This error is informing you that you don't have to proper booting device selected in the bios ( basic input/output system).
It is either pointed to a CD or DVD drive and not the hard drive if installed.
You may have lost the hard drive boot sector.
Usually at start up the screen will give the choice what boot device you want to start your operating system with that is the hard drive or the CD or DVD.

If your computer give that message, means that you don't have a operatig system available for loading.
Your Hard Disk might not be detected or the operating system installed before was erased somehow.
Make sure that you have in BIOS the Hard Disk Drive set as Primary boot device or check if the HDD is detected in the first place. If not, make the corect setting then save your BIOS settings and reboot.
