I bought a samsung fast wireless charge, I plugged my charging wire into it, the blue indicator light blinked 3 times then went off,its not charging at all, did I do something wrong,or miss a step?

Well if it's new, then I would take it back to the store from where you bought it. It will be under warranty so, if something is wrong you should be able to get it swapped out with a working one.

Sometimes it takes longer than two hours. Leave it plugged in overnight if you can. The indicator light should go off after fully charging.

How old is the laptp? It seems that the battery has gone and needs a replacement. Please get a new one.
