For Windows 10 following these steps to change the time and date:
1. Right click on the time (Normally at the bottom right-most corner of your screen, on your start bar)
2. Select Adjust date/time
3. Press Change (Button under Change date and time text)
4. Set the time/date, and press Change
You can also change your timezone, daylight savings and automatic internet vs manual time on that setting page.

Start> Control Panel> Date and time>Date and time will pop-up on the screen>Click on date and time to change the date and time.

Click on time section of your start bar (bottom right of screen). Then choose adjust time and date settings.. Following on screen setups to change it over to correct date and time..
What seems to be the problem with the date and time?
If you want to change the date and time settings, then you can click on the time on the bottom right corner of your screen. There you can change the time and date settings. Or if date and time are always changing whatever you do then you would need to change the CMOS battery of your computer.

What do you mean it "does not change"? Have you tried to change them using the Control Panel applet, or by clicking on the time in the taskbar and trying to change it there? Or, do you mean the date and time is not incrementing at all while watching the time?

Please change the Leithium battery fixed inside your fax machine, usually this the problem.
If the Date time is running in different date & time.
Please press Menu, then scrolle left of right arrow key. When you find set Date/Time enter the key mentioned in the Display key and change to your date & time.
After some time see if the date/time working normally. If not change the above mentioned battery.
