Impeller spins when i'm holding the shaft. what would cause this problem or is it? i have no pressure.

Late answer but might help someone else out.
There is a nut molded into the impeller. If the threads are stripped or damaged the motor shaft will spin and not move the impeller. You'll have to take the pump apart to diagnose.

Pump seems to start ok - 240 volts - shaft spins but not enough water pressure to move the polaris cleaner?

It sounds like you could have some debris stuck in the impeller on this pump. This is a common problem and anything that gets past the pool filter can end up stuck in this pump.

I disassembled the volute and impeller on the front of the shaft to look at the condition of the impeller and shaft seal. There are several youtube videos that detail the shaft seal replacement. I ended up having to replace the impeller as well as the shaft seal due to the impeller being deformed. Cost me about $35 for both the impeller and seal.

For an impeller really stuck on the motor shaft you need to pull the motor thru-bolts and remove the rotor with the pump still attached from the stator. Lock the rotor in a vice and turn the impeller off with a large set of channel locks or a large strap wrench.
