The paper sensing switch lever has bent or broken or the switch is faulty. Check between the wheels about in the middle of the shredder to see if you see if the little plastic finger. If the finger is visible and can be moved, the switch is faulty. REMEMBER TO UNPLUG IT BEFORE DOING ANY INVESTIGATION.
Check to see if both the upper and lower blades are turning. If the motor is running and the blades are not turning, then it is probably just a broken gear.
