Question about Canon PowerShot S1 IS Digital Camera
This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check this link for more info.

The lens shutter cable is broken or the shutter blades are stuck - happens when lens get wet or something adhesive gets in the lens. It's a hardware problem so I'm afraid you will have to give it away for a repair. I must warn you that it is considered a complicated repair, so it could be expensive.

it means there is some dead pixel in the screen. you can change one lcd screen and buy then fix it by yourself.
