I managed to find a manual for the M97 tablet which I assume is the one you are referring to here: http://www.lepantab.com/Download/English_User%20Manual%20of%20M97.pdf
Having searched for "camera" on the pdf document obtained there is no mention at all of a camera on the back, just the camera on the screen side which obviously functions as a webcam for applications such as Skype. There was no picture of the back of the tablet, so I couldn't confirm that there was no camera there or means to swivel the camera. During my Google search I also found a YouTube video about this machine so I had a quick look at this here: Matsunichi 9 7 tablet 8gb dual core M97
and part way through there were clear shots of the back of the tablet. There were no apertures through which a camera could "look" to take a picture, and this combined with the lack of mention of "changing the direction of the camera" I have to conclude that the camera is fixed and you have to point the screen side of the tablet at any scene you wish to photograph. Not very convenient !!

WAS IT DROPPED? HAS IT BEEN WET? OBVIOUSLY THERE IS AN INTERNAL PROBLEM....IS IT CHARGED? YOU DONT SAY IF THE SCREEN LIGHTS UP FOR ANY AMOUNT OF TIME.... COULD BE THE ON/OFF SWITCH.... MAYBE AN OPEN CIRCUIT.
I had this same problem, and found the answer. look on youtube and search for le pan s teardown. The le pan s is the same model. Follow those instructions to take off the back cover and then find the cable that goes to the big black batteries, then carefully disconnect it and leave it off for 30-60 seconds. Reconnect the cable and put the back cover back on. It should turn on now, but if it doesnt, you will probably need to plug in your charger.
