They all have a device to cut off suction when the waste tank is full. It is normally a ball that floats up and block the suction. Yours is stuck. The manual doesn't show it.
bad switch or broken wire in the cord . use a continuity tester to check from the plug to the switch. if the cord is good check the switch itself good luck
if you are renting it return it and be sure that they know of the problem if you bought it call the number in the label on the back of the cleaner and check your warrantee it will be able to cover it as long as you are still in the time period that they gave you if you are renting one they should give you your money back or rent you another one for the same time at no cost to you
