My experience with other machines would lead me to believe one of the following:
1) Blown fuse: replace the fuse. If unsure, take the old one to an electronics store, as it must be the proper style, voltage and amperage or you may damage/ruin the unit.
2) Paper Jam: check the entire paper path for any small scraps; check gearing for jams; try to manually feed paper through, but don't force it.
3) Low Ink: replace the inkjet supply.
4) Bad Lead: Even with a bad lead, it should still start, so this is a long-shot.
The Service Manual should explain any such alarms. Have a read and try the hints above. After that, call a tech.
