Try to boot it from safety mode. and try to restore your system first. If the restoring is failed, boot safety mode again and back up your files. If you can't boot your laptop from safety mode, use anti virus program CD like norton. Mostly, your system is messed up by adwares, spywares, and virus. If all things fail, you should check your HD.

There is either a virus or Malware that causes that problem. If you have a Win XP CD put it in and try do a system restore from the earliest possible time. Or do a system recovery; it re-formats your hard drive to like it was when new.
If you haven't messed with anything inside the case lately, go in with a can of air and remove any dust particles, etc on the motherboard and other components.
If there is no loose wires touching the cabinet or other things inside. Or no dust is thickened to cause the problems. It could be a corrupt file in boot sector. Do you have recovery disc? Unfortunately, it may be the only to recover this computer is to reinstall. (losing all data).

before you get to the xp loading bar hit F8 a few times, youll get a menu up. boot in safe mode and try a system restore, make sure you pick a date to restore before the problem started. to find the option go to your start menu/programs/accessories/system tool/system restore
pull the power plug as soon as the emacines logo comes on
and if that doesn't work pull out the power as soon as the first windows logo screen comes on. it should then come on and give you the option to start in safe mode or regular mode, choose safe mode then after it comes on in safe mode restart the cpu
then it should come on in regular mode i don't know why it works for my emachines cpu but it does . i'm looking at downloading a error fixing program because i'm doing this almost when ever i turn off my cpu hope this helps if not reformat your hard drive andput windows on again it worked last time i had this problem.
