If you're talking about the 'self-indicating' strip on the side of a cell, the manufacturer packaging instructions will give you this info for their specific product.

THis is really a sign of a bad battery that is always being detected fully charge but its really drian , so it will be better for you to replace that battery.....

It is possible one of the battery cells has degraded enough the battery is not showing a full charge, or there is an issue with the green light, but this is minor provided everything is working.

Hello Michael. Fully-charged batteries should indicate a green light on the battery charger and should illuminate all the five LEDs on the Joystick. The batteries should take about 8 hours to be fully charged. If you charged them for less hours there is a possibility they were not fully charged. If you feel you charged them for enough time and the battery charger showed a green light, that is frustrating, but there is a chance either the charger or the batteries are faulty. Substituting both the charger and batteries or either of them may be the best solution.

a good routine is to purchase a battery tester. hold the tester on and see if the output drops after a period of time.
Usually Batteries (when used) only uses a certain amount before they are charged..
When this happens The battery is only using the same cells within the battery & NOT using the full battery potential.
When this happens The battery life shortens & When charged The battery Will Indicate Fully charged But The Battery Life Is Reduced Because they Way it has been used & Charged. Always Use a Battery From fully Charged to Almost Flat Before Fully charging your battery. Also Don't be afraid of Over Charging your battery when it indicates Full. But not Too Much... Maybe an extra Hour or 2 tops.

Hi testing battery voltage will not give an accurate reading on battery condition U need a BATTERY LOAD TESTER.it will check the condition & give U a true reading on there condition ,..if batteries r good the next thing to check is the control box the charger circuit runs into the control then to the batteries if control box is faulty this could b the problem .,with youre charger not charging . LOAD TESTER AVAILABLE ON E/BAY APROX COST $35 , Cheers

How can I know when my battery is fully charged?

You have two good batteries in the green side, the red light means that one or both batteries are not fully charging. Try that set on the other side to confirm. Make sure the batteries and charger connections are clean.

I would go to Radio Shack and have them explain the proper charging procedure as well as inquire about the red and green lights as not all chargers go green when fully charged-Normally red indicates a charging action and if a charger has no fully charged light, then a required charge time period is noted in the instructions. Batteries can be ruined by over charging!
