Two thing can cause this. If your unit is running firmware version 5.3, this version has a bug where the touchscreen will work for about 5 seconds then the unit will lock up. If you are running firmware version 4.9 or 5.4 and the touchscreen still does not respond, then the touchscreen will need to be replaced. On the Nuvi 7xx, the touchscreen may be soldered to the LCD display, so if you don't have any soldering experience, please have a professional replace the touchscreen. More info can be found here:
try to reset the phone by picking the reset hole on the side of the phone (i use a staple) the touchscreen should be a bit better to press the unlock button. hope this helps!
Try running a piece of paper around the edge of the screen. There may be was something
stuck in there, pressing the screen slightly and causing it
