Try it on another USB and if no luck on another computer. If another computer recognizes it try reinstalling your chipset drivers.

It might be the power adapter. I had one of these and two Maxtor external drives that just clicked that way and it turned out their adapters were bad. You can check with another adapter if you can borrow one from another drive, or use a replacement from Radio Shack. Make sure you get the same voltage and current rating marked on the original.
If the adapter isn't at fault, the small circuit board in the enclosure may be the trouble. You can remove the drive from the case and connect it to directly to a computer power supply to see if spins up properly.
If the drive still doesn't spin, it's bad. This is a common way for a drive to fail. Unfortunately, this leaves you with a drive that you can't read. Hopefully you've backed your important data up on CD or DVD.
