The machine is not completing the POST, that is the inital procedure where the NVRAM, Non Volatile RAM is checked.

Try unplugging power cord for one hour, this may not fix the problem, but must be done whenever there is a fault condition.

If you can still enter into BIOS setting menu, try resetting to factory default, it is usually on last page of BIOS settings.

If this does not solve the problem, then the bios must be reset accessing the motherboard.
The easiest way is removing and putting back the CMOS coin battery located on the motherboard, This will reset the Eprom. There is also a jumper or a switch, but it is easier to remove the battery. The power must be disconnected before doing this.

If that does not fix the problem, then the CMOS is fried.

12 RES - Control Panel Dead With New Battery

If it won't start in manual, you have a short and/or a bad control board. Make sure battery polarity is correct, did you disconnect battery charger before removing old battery? If not charger can push DC volts over 20V and can damage control board.

Inspiron 530 auto goes into power save mode

Click Start/Control Panel/Power Options and change the length of time or set it to NEVER.

There might also be settings in the Bios or System Setup that you can tweak. When you reboot your machine, watch the screen for which key it says to hit to get into the Bios or System Setup and hit that key when you see the message.

Usb drive and cd drive not working

Go to your DEVICE MANAGER (control panel - system-device manager) Open Universal Serial Bus. If you see red or yellow symbols next to any item or items, open it (them) and click on uninstall, if it asks if you are sure, say yes. (Don't worry, they will reinstall when you restart your computer) When you finish, x out of every thing and restart. Repeat for CD if necessary.

Lan to lan

you will need a ethernet adaptor in the desktop machine yes, as for configuring it, it is pretty easy, all you have to do is set a static IP address on both machines (because there is no router or server there is no DHCP so it will not ontain its IP auto) go to start > control panel > network connections > RIGHT click on Local area connection > highlight TCP/IP V4 (Just TCP/IP in XP) > click the properties button, put the dot in the box "set manual IP, and put in a local IP address, can be anything, but i would sick to something like on 1 machine and on the other. subnet mask will be, but that should auto fill in, and you want to leave gateway and DNS blank, restart both machines, make sure file and printer sharing is enabled on both machines, and you should be working..
