The machine is not completing the POST, that is the inital procedure where the NVRAM, Non Volatile RAM is checked.
Try unplugging power cord for one hour, this may not fix the problem, but must be done whenever there is a fault condition.
If you can still enter into BIOS setting menu, try resetting to factory default, it is usually on last page of BIOS settings.
If this does not solve the problem, then the bios must be reset accessing the motherboard.
The easiest way is removing and putting back the CMOS coin battery located on the motherboard, This will reset the Eprom. There is also a jumper or a switch, but it is easier to remove the battery.The power must be disconnected before doing this.
If that does not fix the problem, then the CMOS is fried.

Scroll up and hit "Control Panel."
Click the "Device Settings" tab.
Highlight the touchpad in the list of devices. Hit the "Enable" button.
Hit the "Apply" button and hit the "OK" button.
Go to the control panel to the Mouse options and click on the Gestures tab and there is an
option that under Virtual Scrolling "Enable Virtual Scrolling" disable that option and that
should stop the auto scroll.
