Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

Assure the ring gasket is in place under the hood. A round rubber gasket must be in place on the round tube under the hood where the recovery tank sits to connect the vacuum from the motor to the round tube on the bottom of the tank.

You can only have 2 issues dripping water onto the passenger floor board. First being a clogged drip line for the ac evaporator. The other is a leaking heater core. Figuring out which one is the issue is fairly easy.
If your vehicle has anti freeze in it when you turn the defrosters on it will smell sweet. If it does you have a leaking heater core. If it does not then the drip line is clogged.
To clear the drip line get under the vehicle and snake the drip line on the firewall. It usually is a 90 degree rubber or plastic piece on the passenger side about a third of the way up the firewall. A leaking heater core means it has to be replaced and not really a job for someone that is not exsperienced.

SOURCE: useless woman sorry, is the
if it has levels on it, i would bet it is for the coolant. the french are idiots but even they would not have a max and min level for the washer fluid. there is generally a cap with a little spray logo on it to tell you that is for the washer fluid. lift that cap up and put your washer fluid in there.
