The thread usually goes through a tensioner on its way to the bobbin in the winding process. Check that you are threading the bobbin winding correctly, or possibly the tensioner is defective.
Depending on the make & model machine you have, you may be able to pick up a stand-alone bobbin winder (called a "Sidewinder" avlb at JoAnn's, Amazon, or other places) for ~$30. You can get it for battery and/or AC use. Just be sure that your particular machine's bobbins will work on the Sidewinder, as some do not. I find this little tool quite useful as it allows me to wind bobbins without unthreading my machine plus it saves wear and tear on my machine.

first you must make sure the winder shaft is turning by moving it to the right a little and see if you can turn it by hand.
If it is turning ok then there is a rubber ring on the other end of the winder shaft and it should come in contact with the drive which turnes it ,if it is worn it might need a new rubber.

It sounds like you don't have any tension on the thread when winding the bobbin. Make sure that you are running the thread through the tension disc on the top of the machine before going to the bobbin winder.

make sure you are threading the machine for the bobbin correctly, In my opinion I don't think any machine really winds well.
What I do is hold the thread about an 1" away from the bobbin. start to wind and I guide the thread slowly up and down the bobbin so that it winds even

When you have the winder rubber on try and turn the winder by hand, if it does not move the chances are the winder has seized, if the winder wheel is moving but not the spindle then the grip (thread) has worn, if you cannot move the whole winder by hand and it has seized you need to get some WD40 and spray a few drops down the spindle, take an electric drill and put it over the top of the spindle and switch it on slowly and it will probably free it off, be aware of oil splashing out.
