I am sorry but i failed to mention the hp l1706 monitor i have makes a hissing noise when on thank you to ghasson for answer but maybe you could help again

A hissing sound from a monitor if its not coming from internal speakers but inside the case, try looking through the air vents with the lights turned out and the brightness reduced. If you see a blue light inside the computer it is usually a High tension leak. Better not to touch it and please turn it off and have it serviced. Opening it up and touching it could be lethal get it to a repairer

With the price of monitors these days, you can pick up a 19" new for less than 100. Or you can find them used for 50. I would replace it, but if you want to keep it, the go to HP web site and get an user manuel and try to adjust the settings.

My monitor HP L1706 does not ignite but the green light blinks


Your screen is in sleep mode.
Its does not receive a signal from the pc.
Check for loose connections or a damaged cable.

Your monitor could also have a defect internal.
Maybe also your graphic card in the pc.

Hp L1706 having white plane raster when i get it ON.


White/gray glowing screen means the T-CON on the LCD panel may have bad T-CON board or it is not getting the 5 or12vdc from the main board. Check the caps on the power supply/inverter board first.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). My hp L1706 flat monitor display not working properly. It will be takes long time to display.

HP L1706 monitor - will not power on - green light keeps on flashing


I had the same problem and replaced 2 bulged capacitors, screen is working fine again! (1000µF 10V)

How to check the backlight life of my hp l1706


Claimed life for the lamp is 50,000 Hours, but in real life, no way to tell. You can look here what is failed in the backlight lamps, it can be from worn out (blacken ends is one sign of bad lamps, same as home fluorescent lamp), poor soldering works on the lamps. see pictures here: http://s807.photobucket.com/home/budm/allalbums
