I've built a application using Visual Studio .NET 2003, .NET Framework 1.1, SMDK-M-1.04.05. After deploy to the scanner, I found that the scan button is not functioning. The laser light is off and do not read barcode to my application. But when i try scan the same barcode with the built-in test application, the scan button works just fine.

You need Visual Studio from Microsoft. Inside this visual Rapid Application Development (RAD) tools, you can use c++, c#, or basic language. It is lot of learning to become programmer. Launch your Microsoft Visual Studio. It is a "heavy" application so depending on how much RAM you have it may take a few minutes to load.
Click the Project tab on the first screen. Notice two buttons
at the bottom of the screen named "New Project" and "Open Project."
Since the tutorial assumes that this is your first VB program, click the
"New Project" button. If you worked on a project before, its name will
appear in an area labeled "Open an Existing Project" with a hyperlink
that opens the project.
Select "Windows Application" in the "Visual Basic Projects" folder if you intend to run your end program on a computer running a Microsoft Windows operating system.
Focus in the "Name" text box near the bottom. Change the name from the
default to something more descriptive such as "MyFirstVBProgram." Leave
the Location to the default value to save your project to the "My
Documents" folder. Press OK.

Hopefully you won't get the error again. I personally just reference the dll under: Motorola EMDK for .NET\v2.0\SDK\Smart Devices and have each symbol reference in my smart device deployment set to "local copy = true". Good day.
Please run windows update. It's important that you install Microsoft .Net framework & other security fixes.
When updating .Net framework there are many, please stay in order (smallest to largest). .Net framework 1.0.
.Net framework 1.1 & so on. When your PC has completed all updates try your program; hallmark studio again. If it still fails, reinstall the program & do not run other programs during install.
