You need to jail break the i-phone from any service center

It sounds like your iPhone was unlocked via jailbreak, but when you attached it to iTunes, you let it update your phone to the newest update but the update has a new baseband that is not currently jailbroken yet.
In other words, your phone is re-locked and only useable by AT&T until there is a new jailbreak for the new baseband.
** Do not look for scam sites that say they have the unlock for 3.1.3! There is no update for it yet! **

You need to go to sevice center. your phone was lock when you connect it to itunes.tnx
