Manually turn the minute hand forward until the 16 westminster chimes sound and then the hour strikes. Then remove the minute hand (it will go on in four positions) and put it back on at the 12 o'clock position. The chimes should now be back into sync.

Try CAREFULLY cleaning the mechanism with naphtha lighter fluid. Lighter fluid is high grade naphtha. Be careful not to allow it to run on to the face and electronics. It may damage the face with stain or remove any decals or cemented numerals. It may only take a small amount to clean the shaft bearings. The lighter fluid cleans and lubricates without leaving a film. If you can, while the fluid is on the gears, manually turn the clock forward 12 hours. That will rotate all the gears fully. Us the fluid sparingly!
