SOURCE: is it very difficult to replace the mower blade

Hi,
No actually it's pretty simple. You have to remove the deck. If you have the manual it explains the steps for deck removal and belt replacement.
If not go to www.managemyhome.com and download a free copy of the manual.
If you have any questions report back and I'll answer your questions.

4013 HT is a Victa with a 13hp briggs and stratton engine normally with a twin blade 40in deck. These were badge engineered Noma mowers and essentially equivalent to murrays made at the same time. Check diagrams for murray decks to find one with the same deck configuration.

Ow do I tighten the belt on the mowing platform

Most JD mower decks use a spring loaded tensioner on their belts. Make sure that the belt is threadded thru the pulleys the right way and you may find that considerable effort is required to set the tensioner in position. Be very careful to ensure that if the grip slips the spring flies away from you. I use the hook on a cargo strap to pull mine into position. Normally there is a similar tensioner on the drive belt for the wheels. This is more challenging to get to.

I have a Murray 17.5 HP Twin 46" automatic drive riding mower that only moves very slowly. What are possible causes?

If the transmission is hydrostatic and has some hours on it, the transaxle may be going bad. If this has been getting worse as you use it. If the problem happened suddenly, could be a belt loose or stretched.
