probably the back light inverter of the tv faulty. As you didn't mentioned anything about the brand and model number of the tv, its not possible to know is it an led back light or CCFL back light. Any why if its an led tv the you have to replace the led drive and if its an lcd tv with CCFL back light the you have to replace the back light inverter. Check the video for more details. Back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. Some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement.
Most common failures in these LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply C242 470uF 10V, C241 & C242 1000uF 16V, C261 & C319 680uF 35V failed as indicated in the attached picture, replace them at once.
