Takes times it will blow cold air no matter what, fan not working, then fan finaly kicks on and we get warm air.what is wrong?

Bad sequencer. An a/c tech will have to replace this sequencer due to the complications of installation.

AC unit outside blowing out cold air, vents

Sounds like compressor not running. may be a bad capacitor, could also be low on freon.

Blows warm air

you need to disassemble the rear fan shroud and clean the back of the condensor. If the compressor runs and the lines are cold, it is dirty. The rear condensor is the one discharging the hot air. Both sides must be clean and free of dirt/grime

Try having a professional check that the collant lines have not perished. Also have them check the thermostat and that there is actually gas in the system. The warm air suggests that the unit has no gas.
