as always check all fuses FIRST (electrics issues, EFI is that.)

the Puter magic is mindboggling, but..
why not post the symptoms, ????????
is it dead fuel pump or the more accurate, low or no fuel pressure?

All ECU/PCM (EFI ) all cut the pump for many reasons.
PCM is PGM-FI , in honda speak. PCM is modern term.
first really is fuse checks. !!!
1: no spark. (did you pull the CEL DTC blink codes to see if the ECU
is unhappy?
2: many cars (you must crank to run the pump) so looking not cranking for 12v at the pump , you fail and is normal.
(2 man rule one to crank, one to listen or check voltage at pump
or pump pressure at rail or filter) (a new filter is a good ploy now)

I like the (above) is cam dead?, line.... funny that.
(gather evidence, fuses good, cam spins (watch it) no DTC stored.
then check for spark no spark work spark now ,not fuel.
with a dead cam there is no CMP , no CMP the ECU pukes
codes for CMP Dead.
this is an interference engine so i'd bet that belt is fresh, huh?
ever 60k? per the opr; guide.

watch for codes, 4,8,9,15,16 (OBD2 DTC codes)
code 9 is dead cam. dead spark and all fuel is cut. for ever.
TDC&crank sensor, must work and not show DTC codes.

DTC flashing? The DLC jumper:
On 1990-95 Accord (except V-6) and 1992-95 Prelude, the codes are read from the check engine light after the two-wire service connector has been jumpered. On Accords, the service connector is under the dash on the passenger side. On Preludes, it is located behind the center console. Codes 1 through 9 are indicated by a series of short flashes; two-digit codes use a long flash for the first digit followed by the appropriate number of short flashes. For example, Code 14 would be indicated by 1 long flash followed by 4 short flashes. Codes are separated by a pause between displays. Multiple codes are transmitted in an alternating pattern. For example, a code 3 and 14 would be displayed as 3 short flashes (for Code 3) followed by the separator pause, then 1 long flash and 4 short flashes (for Code 14).
