You need to tighten the bottom and top stitches both. First, tighten the bobbin slightly. Now, tighten the top stitches the same amount of pressure as the bobbin. The attempt is to have both the bottom and top stitches exactly the same so the final stitch ends up in the center of the fabric. Observe the stitch and readjust if necessary.

If the top thread shows on the underside of the fabric, the upper tension needs to be tightened. The object is to have an equal tug of war between the two threads. It is equal when the top and bobbin threads meet in the middle of the fabric.

Most often the top tension is adjusted. Only when the top tension cannot achieve the correct thread tension will the bobbin tension be adjusted. Bobbin tension is very sensitive so make sure to mark the original setting first and make only 1/8 to 1/4 turn changes at a time.

There is no way to change the stitches without starting over, but depending on what it is you are making, you could incorporate the loose stitches as a design feature, for example by adding crochet over top of stitches like is shown in the video below.

Be sure that you ALWAYS RAISE the presser foot when threading the upper thread. This releases the tension disk so the thread will seat properly. Also, if it continues to have loose stitches underneath, tighten the upper tension.

The underneath stitches are loose

When you see loose stitches underneath your sewing, it usually means that the top tension needs tightening. Write down where your tension disk is before you turn to a higher value, then sew. Keep doing the above until you reach the correct top tension. The reverse of this would be loose stitches on top which means the bobbin needs to have the tension screw increased, little at a time, about 1/8 ". Sew and repeat until the stitches are equal.

Check the upper tension unit for loose threads or fluff. This causes the discs not to completely close when the presser foot is lowered.

Could be a tension issue.

Try this to see if it helps:
Remove top thread.
ALWAYS RAISE the presser foot and rethread from the beginning.
Start the top tension set at the midway point and then adjust.
Check that the bobbin is threaded and installed correctly.
